The President and the United States Congress have recognized the contribution of Small Businesses to the United States economy by directing government agencies to allocate a fair share of their contracts to Small Business concerns. The primary purpose of the Small Business Program is to preserve and enhance the country's economic and national security interest. Small business is one of the most productive means of expanding our sources of supplies and services as well as increasing competition. Small businesses play an important role in developing and supplying the goods and services needed by the Department of Defense. A broad base of competent suppliers is essential to DoD, which is continuously seeking additional suppliers for its vast array of needs. Thus, DoD offers great business opportunities for competent suppliers. Small businesses, including those owned by socially and economically disadvantaged persons and those owned by women, are encouraged to do business with DoD.

The Special Assistant for Small Business reviews all purchase requests with an estimated value of $10,000 or more to insure that small businesses, small disadvantaged businesses and women owned businesses are afforded the maximum practical opportunity to compete.
